Leadership Team 

Tell Gates is the President and founder of Celestech.

 

Mr. Gates currently guides Celestech’s Research and Development activities and provides systems engineering expertise in the areas of timing and synchronization and advanced hardware architectures.

 

Mr. Gates was the co-founder and Executive Vice President of Innovative Concepts, Inc., a highly successful McLean, Virginia-based provider of communications and satellite components to the Department of Defense.  Prior to founding ICI, Mr. Gates was a member of the technical staff at M/A-COM and Hughes.  Mr. Gates has a significant background in satellite and terrestrial communications. 

 

Mr. Gates holds Bachelor of Science and Master of Science degrees in Electrical Engineering from Purdue University.

 

Rusty Topping is the General Manager and Executive Vice President of Celestech.

 

Mr. Topping currently directs Celestech’s on-going operations.  He also supervises Celestech’s R&D in the areas of high performance algorithm development and communications applications.

 

Mr. Topping has experience as the Vice President of Essex Corporation’s Scientific Systems Group, the President of Computer Science Innovations, a Melbourne, Florida-based provider of Artificial Intelligence applications to DoD Agencies, as well as experience as a development manager on Motorola Satellite Communications Group’s Iridium project.

 

Mr. Topping holds Bachelor of Science and Master of Science degrees in Computer Science from Florida Tech.

 

Vance Lessard is Celestech’s Executive Vice President for Business Development and Strategic Planning.  In this role, Mr. Lessard is responsible for developing business strategies that ensure Celestech’s continued success and growth in the Defense Technology and Communications Systems market place.

 

Mr. Lessard has experience as a Business Development Director for Booz Allen Hamilton, the Group Vice President for Titan Corporation’s Maritime and Intelligence Sector, and the Executive Vice President and co-founder XEN Corporation.  Mr. Lessard’s career includes over twenty-years of U.S. Navy service conducting systems operations, advanced research and development, training and education, and systems acquisition for the Navy and the U. S. Intelligence Community before retiring as a Naval Officer in 1988.

 

Monte Hancock is Celestech’s Chief Scientist.  In this role, Mr. Hancock designs mathematical and scientific algorithms in support of Celestech’s current and future technology programs.

 

Mr. Hancock previously served as a Technical Fellow, and Chief Cognitive Research Scientist at Northrop-Grumman Corporation.  There he led the Scientific Team for the Advanced Analysis Directorate, developing algorithms for automated cognition support and machine intelligence.

 

Mr. Hancock serves on the faculty of Webster University where he directs the Masters of Computer Science degree program for the Space Coast region.  He also teaches in the Department of Mathematics and Computer Science at Rollins, where he was the 1999 Recipient of the Christa Mcauliffe Teaching Award

 

Mr. Hancock has served on various national review committees (National Science Foundation, Missile Defense Agency, etc.); Program Committees for international conferences sponsored by ACM, HFES, and Worldcomp; and advisory boards for Florida Institute of Technology, Brevard College and others.

 

Mr. Hancock is the author of numerous conference papers, book chapters, and co-author of the book Data Mining Explained (Digital Press, 2001), which is used in colleges and universities around the world (and is recommended reading in MIT’s Sloan School of Business courseware on Data Mining).

 

Mr. Hancock holds Bachelor of Arts Degree in Mathematics from Rice University, and a Master of Science in Mathematics from Syracuse University.

 

Bomber Bishop is Celestech’s Principal System Architect.

 

Mr. Bishop currently leads architecture evolution, system engineering, and intellectual property strategy efforts serving Celestech's wireless communications systems customers.

 

Mr. Bishop has experience as a system architect, system engineer, software architect, and software engineer on satellite, high-altitude, and terrestrial wireless telecom infrastructure projects for Technology Service Corporation, Sonim Technologies, Opuswave Networks, Motorola, and Bell-Northern Research, and was co-founder and CTO of email security startup ArmorPost.  Mr. Bishop has also served as a technical consultant to confidential clients on patent applications, prosecutions, and infringement defenses, and is a named inventor on 19 issued US patents.

 

Mr. Bishop holds a Bachelor of Science degree in Computer Science and Engineering from the Massachusetts Institute of Technology.

 

Paul LeBlanc is Celestech’s Vice President for East Coast Operations.  Mr.  LeBlanc directs operations in support of government and commercial contracts for Celestech’s Washington, DC area office. 

 

Mr. LeBlanc has a domestic and international experience in program management, technical management, strategic planning, and business development.  After a 20 year military career, he has worked with and for Fortune 500 corporations in both the commercial and government sectors.  His experience includes support to the Federal Emergency Management Office, the Department of Defense, the National Intelligence Community and the commercial computer and telecommunication industries. 

 

Mr. LeBlanc, a retired Marine Lieutenant Colonel, holds a Bachelor of Science in Business Administration from North Adams State College and a Master of Science in Information Systems Management from the Naval Postgraduate School.
